Objectives
Background
There have been substantial traffic increases that effect most European citizens as the mobility needs of citizens
continue to rise. However, the addition of more land vehicle traffic channels raises a series of problems. Therefore,
existing roads have to be better maintained and the repair budgets increased. In short, the roads that we have need to
be made more intelligent. The road maintenance companies, for their part, should be expected to work with smaller
budgets, requiring a significantly improved process able to deliver better road systems for less. An excellent solution
is a fair pay-per-use principle, but individual road pricing has to be determined.
Solution
GNSSmeter offers an enhancement of the existing road tolling system. The metering calculation technology presently used
is based on GPS stand-alone. This solution uses an innovative and unique calculation approach that is patented.
Nevertheless, today’s GPS based road pricing systems will reach their limits regardless if only conventional positioning
algorithms or metering algorithms are used. Limiting factors are the non-existent integrity check, a single satellite
navigation systems and moderate positioning accuracy.
It is further worth to mention that GNSSmeter is a generalized meter. Therefore, it can also be used to meter
pollutants. Currently CO2 emissions are measured but can be extended to any pollutant once the measurement is defined.
Furthermore, GNSSmeter can also create accident avoidance applications using more accurate positions and car-to-car
communications.

The project GNSSmeter develops a novel GNSS receiver with sophisticated PVT (Position, Velocity, and Time) and metering
calculation software. Beside GPS, the receiver integrates EGNOS/EDAS data for reliable metering data determination and
augmented position accuracy. The first Galileo signals will be processed and will significantly increase the ability for
metering calculation in urban canyons.
A PVT software which incorporates GPS, EGNOS and Galileo will handle several satellite signals. The PVT solution will
incorporate augmentation data from EGNOS signal in space as well as EDAS over a communication link. The metering
calculation software will use the GNSS (GPS/EGNOS/Galileo) raw data forwarded by the PVT software for the metering
computation. In particular, Galileo and EGNOS as well as EDAS data will be integrated in the completely unique metering
software.
The PVT software carries out several integrity checks before forwarding the raw measurements to the metering software in
order to significantly improve the charging integrity and to fulfill the requirements of liability critical services.
Furthermore, the PVT position, velocity, and time output is used to validate the extended metering calculation.
